In World of Light, the Spirit Who Loves Surprises spirit is located in the eastern cloudy area in the Light Realm, similar to the stage's cloudy sky setting.
Originally Hongo’s assistant, he was fired for speaking out against trapping Bowser, as he knew it would trap the entire island. He’s one of several spirits on Hongo’s council, each of which granting Yoshi a special ability in order to help him on his quest. The Spirit Who Loves Surprises tests Yoshi with a fake Bowser, but of course Yoshi didn’t know that!
